Der IE versteht beides, also sind beide CSS-Dateien eingebunden.

Alles, was Du in netscape4.css definierst und in der später eingebundenen  formate.css nicht überschreibst, bleibt weiterhin gültig.

Das für den IE wirksame CSS ist:

 left: 0px;
