Es muss "border: 1px solid #006699;" heißen.

Warum?

'border'
    Value:   [ <'border-width'> || <'border-style'> || <color> ] | inherit

Several juxtaposed words mean that all of them must occur, in the given order.

A bar (|) separates two or more alternatives: exactly one of them must occur.

A double bar (||) separates two or more options: one or more of them must occur, in any order.

Brackets ([ ]) are for grouping.

Es kann also entweder das aus der [] oder inherit vorkommen. Inherit interessiert hier nicht, also gucken wir den Inhalt von [] an:
<'border-width'> || <'border-style'> || <color>

Da wird der double bar verwendet, daraus folgt: Reihenfolge egal ("in any order").
