Abgesehen davon würde ich aber auch abraten, Frames zu benutzen :-)

_Das_ ist ohne Probleme mit HTML und CSS machbar.
Ich kann dir dazu wärmstens das SELFHTML-Kapitel über CSS empfehlen, und darunter natürlich das Kapitel CSS-Basierte Layouts.
