Ich könnte mir vorstellen, dass das übliche Schema der Numerierung von Überschriften übernommen wurde.

Gibt Sinn. Bemerkenswert bleibt, dass man im zu vermutenden Ursprungsland USA die Doppeldeutigkeit mit der Kommazahl hingenommen hat:
