Es kann durchaus sein, dass url() mit _und_ ohne
Anfuehrungszeichen um die URL valide ist,
aber in den von mir zitierten Abschnitt der Spec.
steht es eben _mit_ Anfuehrungszeichen.
das sind lediglich beispiele, erlaubt ist aber beides.
das siehst du, wenn du im von dir angesprochenen artikel http://www.w3.org/TR/REC-CSS2/colors.html#propdef-background-image auf die erklärung zu <uri> klickst, auf der der link http://www.w3.org/TR/REC-CSS2/syndata.html#value-def-uri hinterlegt ist:
"The format of a URI value is 'url(' followed by optional whitespace followed by an optional single quote (') or double quote (") character followed by the URI itself, followed by an optional single quote (') or double quote (") character followed by optional whitespace followed by ')'. The two quote characters must be the same."
